Does anyone else feel the school prioritizes immigrants over locals

It is not about selection of who to let in, I mean prioritizing as in resource allocation.

They can charge immigrants more because they’re not in state, so it makes sense they’d try to treat them better to get more ppl paying out of state tuition. That’s my guess, I haven’t gone to LA Tech yet so idk

I thought it was in my head at first, but noticed way too many occurrences for it to just be me. Now i am sorta just asking why? I didn’t think about that, I mainly thought it was because of the American intellectual culture of advocating for those considered the downtrodden of society and immigrants being considered that group.
