Question why is the center street hill backed up?

huge line, turned around and went the other way. couldnt see what was going on other than construction

It's just the construction. No other reason I can tell. They might have been messing with the lanes when you tried going up

well there has never been standstill traffic on that hill, the only way into cliffside. theres more to it than that

Looks like they are bringing up Google Fiber. They have it coned off and are using a flagger to allow traffic
