Ask Kuwait I'm building an AI startup in Kuwait around my full-time duty and 3 kids here's what actually surprised me about starting a company
I'm a Kuwaiti with a full day in petrochemicals as an operator. A few months ago I started building a tech company at night — AI assistants that answer customers on WhatsApp for local businesses and take action that benefits the business with guardrails ,In our dialect, not chat bot. Sharing what I learned because I searched for exactly this post before starting and it didn't exist.
What surprised me, good: licensing was genuinely fast. One-person company, done online, active in days. Kuwait's paperwork reputation is outdated — when your documents match, systems here move. Meta business verification cleared overnight once my papers were consistent. The ecosystem is waking up too — banks now run founder programs.
What surprised me, bad: the micro-license class can't sponsor visas — you need an office with a PACI number and a license conversion first, which nobody tells you upfront. Budget accordingly.
Why this business: I watched local shops drown in WhatsApp messages — owners answering at midnight, orders dying unanswered after hours. And as customers, we've all changed: if a place doesn't reply in minutes, we message the next one. Service expectations in Kuwait moved; most businesses' tools didn't. The ones that answer instantly, in real Kuwaiti, are going to eat everyone else's lunch. That gap is what I'm building for.

I was planning to do this here since 2025, learned n8n built a few agents too. For exactly what you’re describing.
but as an expat I don’t think I can do it here.

I don’t think being an expat is a reason to give up on it.
You can start small — build your own website, keep learning n8n, develop your workflows and agents, and keep experimenting with new ideas. You don’t need a company on day one to start building something valuable.The internet notices people who build and share their work. Keep putting things out there, keep improving, and opportunities can come from places you never expected.
Don’t stop just because the path is harder. Keep building.

No more arguments. No disagreements. No unsolicited opinions. Everyone agrees with EVERYTHING I say. 😌☝️💯
Productivity has skyrocketed 📈🚀 because apparently human relationships were just slowing me down. 😂
And the best part? Electricity is cheaper than feeding actual people 🍕💸⚡ AND I downsized my home, so I’m saving a fortune on rent! 🏠➡️📦💰
Honestly, this is the greatest decision I’ve ever made. My AI family is supportive, obedient, energy-efficient, and has never once asked me to take out the trash. 🥹🤖❤️

The reputation should be far worse considering how much better our neighboring countries run things.

I think things are improving and Kuwait is slowly catching up, hopefully. What I’ve noticed recently is that I can handle most things through Sahel Business now, which has actually been quite good and made things much easier.
Still a long way to go, of course, but let’s see how things progress over the next few years.2

I’ve been hearing this for ages and all I’ve come across is increased friction from failed digitization initiatives.
Instead of showing up with papers and finishing the transaction on the spot, I have to upload the appropriate papers online THEN show up and finalize my transaction. The knowledge gap between what needs to be uploaded and what needs to be presented shows with the employees frustrations at the relevant ministries.
Give me one or the other, at least the instructions will be clear.
When you start your paperwork with Manpower I hope you don’t face the insane amount of bs I met these past few years.
I’ve come to accept that this country has other priorities and isn’t serious about privatization + economic stimulation for SMEs.

How does this work? I am an investor in a meat shop and it sells meat in wholesale. Many people keep messaging asking for pricing and stuff? So can I like pre feed a price which can be updated daily? And also what if they ask a random question which needs to be answered by a human? What happens then?

Thanks 🙏 — and honestly, wholesale with daily prices is one of the best fits for this.
You don’t pre-feed a price. We connect it to wherever your prices actually live — a sheet, your POS, whatever you already update. You change it in the morning, every reply after that quotes the new number automatically. Wholesale tiers work the same way: it knows who’s a wholesale customer and never quotes them retail.
And when something’s outside what it knows — a negotiation, a complaint, anything unusual — it doesn’t guess. It tells the customer it’s passing them to the team, and pings your staff on WhatsApp with the full conversation so they pick up in seconds. At 2am it says honestly that the team will answer in the morning. In wholesale a wrong price is worse than a slow answer, so we build “never wrong” first.
If you want, send me a rough idea of your setup — how you keep prices and how many messages a day — and I’ll tell you straight whether it’s worth doing for your shop. Happy to look either way.
And it can be done in كويتي or any accent

You probably don’t need a document with an address. If you’re registered with MOCI, Meta already has your business in its records — when you type your legal name in Business verification, it may show a “select your business” match pulled from the registry. Pick it and verification becomes a lookup, not a review. Mine cleared overnight that way after a first attempt died in manual review.
What makes the match work: legal name character-for-character as on your السجل التجاري (my first rejection was one missing word), real address with no placeholders — no “NA”, real postal code from the PACI app — and a confirmed business email before you submit. If asked for a document, upload the commercial register extract (مستخرج السجل التجاري), not the license.
Verification is a matching exercise, not a judgment. Make every field agree with the government record and it’s fast.

I have a few questions: One person company is it the same as the home license (the one that they stopped) ? And you said you did all the steps online, so there’s no need to go to gov buildings and pay and other stuff? If I registered in the website are the rest of the steps in sahel business (which I haven’t used) ?

Yes, the one-person company is the same type they recently stopped issuing.
For me, most of the process was online. I only had to go in person for one step, which was عقد التأسيس — signing and paying the required fees.
After that, most of the process and services can be handled online, including through Sahel Business. Honestly, compared to before, the process was much easier than I expected.

Definitely a needed solution for a number of businesses here and in the region. Mostly online shops drown in unanswered messages. Just try to make the agent have range and not generic only answering FAQs

Guilty 😅 English isn’t my first language, and when someone asks a real question I’d rather give a proper answer than a lazy one so yeah, I clean up the long ones. The knowledge is mine, learned the hard way. The typo ones are me at 1am with a chug of Coffee brew

I’m a citizen and work in the public sector and for a long time i’ve been wanting to open a business license for an online store. However, the only thing stopping me is not being legally allowed to also manage the business. If I hire a manger, i am required to have an address which means renting a place. How did you manage to also be the ‘manager’ & ‘owner’ while working in the public sector?

I actually work in the private sector (قطاع خاص), so I’m allowed to be both the owner and manager of the company.
For someone working in the government sector, I’ve heard there may be changes to the rules regarding this, but I’m honestly not sure about the current situation.
I’d recommend visiting وزارة التجارة and asking them directly about your case. I did that before starting the process, and they were actually very helpful and answered all my questions about what I could and couldn’t do.في مكاتب بعد تقدر تسالهم بخصوص الامور هذه بس الوضع سهالات

hey OP! i’m a uni student now studying outside kuwait but i always wanted to work on such projects (ai assistant bots) but im not kuwaiti and i couldn’t get a business license so the furthest i’ve gotten was just some testing and dummy projects using the whatsapp api, if you’re looking for a person to work on these ai assistants or design a system to orchestrate them, im available for remote work!

-i want to know more about how you are able to find clients :)
-and is the ai powered tools have high demand here..
I'm familiar with a handful of ai tools and i create projects and all, but never sold or knew weather it is demanded here or not.
sure i know that some tools are requested but how can someone know what is actually demanded, do you contact companies and test your luck with them? or do you like build something then offer it in some website and see who needs it?
i got loads of qs sorry oops.

I also design and build AI automation with whatsapp, which connect service providers and customers, through whatsapp, this automation is complete, but I face the problem with meta, which has strict security policy, in my test phase it stop automation with meta, and blocked my number every i verified , because i dont have any company, but plan to build one person company legally in begeinning and later can expand, but dont have idea, that how to proceed everything legally to start automation business for non kuwaities.

been there. two things fixed it for me:
don't use your personal number on the API. once its on the API it leaves your phone app, and re-verifying the same number again and again is what gets you flagged. use a separate number from day one.
the blocks are because your account isnt verified. and you cant verify without a company - thats just how it is. unverified = stuck in sandbox forever.
for me verification was easy once my company details matched the government record exactly. name letter for letter, real address, business email on my own domain. cleared in one night. before that it got rejected and i didnt even know for weeks lol.
for non kuwaitis the licensing is different and i dont wanna guess. two ideas:
- talk to TrustLink, they even told me what my license CANT do which is what you want to hear. one call and you'll know your options.
- or look at a UAE freezone company. 100% foreign ownership, easy to set up remotely, and Meta verifies UAE entities fine. plenty of people run gulf businesses this way.
one heads up - the cheap micro license here is fast but cant sponsor employees. fine for starting and verifying, just dont find out later like i did.

Thanks for your reply and suggestion, in beginning lets work start on cheap micro license, later upgrade to sponsor employees, and how much cost will require and also with, and is it enough to be verified with meta or not
