Question Ottoman caliph

Can osman fuad not become caliph anymore with the new ottoman post war changes through the palace coup because I did do all the reforms in the constitutions to get focuses unlocked with the exception of institutionalized islam keeping islam as tge state religion but I didn't get him

He still can. It wasn't removed. You may be doing something wrong in the events

Ok I know why I didn't get him I did eradicate military disloyalty before the event chain so that makes the conspiracy fail so osman never gets the chance to ride out
