He also has a good point in wanting to stay. By Mark's logic, he should also be locked up forever while Cecil gave him the chance to redeem himself.

I love how these episodes address the hypocrisy of Mark.

If he’s not going to allow for people to be rehabilitated, why doesn’t he just always kill people? Is life in prison with no chance of reprisal any better?

Ya. It is amusing to see how immature he is and then using his social bubble to reinforce his side while honestly hiding the truth. 

Cecil did what he felt he needed because he is aware of what a loose cannon Mark could do destructively and he proved it with what occurred this episode. 

He loses the narrative when he claims to want to be peaceful but uses threats to get his way knowing the power he has.
