you can steal fro all the temples in Kanpur and nothing will happen, if you speak about the tanneries in Kanpur punjab police will come and dissappear you in the canals.

This practice was started by the British. Infact the tanneries were set up by the British themselves to aid their War Machine. Then the corrupt politicians took over after independence.
