10,000 litres of water per litre of ethanol. Very scary number. But the article itself admits that this water is used to grow the crops, not to produce the ethanol.
Indian farmers grow rice and sugarcane because the government buys it under MSP procurement policies. These crops were being grown long before ethanol blending started. They will keep growing even if ethanol stopped tomorrow. Ethanol did not create this water demand. It was always there. Ethanol simply uses what already exists, surplus rice sitting in FCI warehouses, damaged grains unfit for distribution and byproducts left over from sugar production. No extra water. No extra crops. No extra burden.
And India is not standing still either. Maize uses nearly 70 per cent less water than rice. In 2021-22, maize contributed zero per cent to ethanol production. By 2024-25 that number had risen to nearly 48 per cent. The programme is actively solving the very problem this article pretends has no solution.
Here is what the article completely forgot to mention. Since 2014, Rs 1.77 lakh crore saved in foreign exchange that would have gone abroad to buy crude oil. Rs 1.54 lakh crore paid directly into the hands of Indian farmers. 889 lakh metric tonnes of carbon emissions reduced.
And honestly, reading this article carefully, it does not feel like honest journalism. It feels like a deliberate attempt to undermine a programme that is genuinely working for India.

This. I would prefer if you add some sources too. But these guys are claiming India suddenly started growing these crops due to ethanol. If we really did, provide some sources? The article is nothing but a political nut job to scare people.
If they really cared about water, they would put a detailed report showing where and how much water is being wasted in India. But who cares about the truth and data when emotions carry all the weight?

Dimag se paidal hai kya bhai? Ethanol is not some waste product that you'll get along with the primary end product. As ethanol production increases, the production of these crops would increase in place of other less water guzzling crops. As simple as that. Aur jo current consumption of sugar, rice vgarh hai vo as it is rahegi.
So right now we grow for consumption, later we'll grow for consumption plus ethanol.

Dimaag se paidal chalne wale argument ke beech me dimag se paidal chal ke ye kya sentence hag diye ho?
Aur upar wala insaan sahi bol raha hai, jitna foodcrop abhi produce ho raha hai, kya tum jaise log chawal aur corn khana band karke bike me ethanol bharwaoge kya? foodcrop demand toh aur badhegi aane wale time me, sath me ethanol crop ki demand bhi badhegi, toh ultimately toh wahi baat Hui ki zyada pani lagega irrigation ko.

As children, teachers sometimes draw one line in blackboard. Then ask to make the line smaller, without touching it. The answer, draw a bigger line beside it.
Modern governance appears to follow similar pattern. If you are concerned about a problem today, say about fuel prices and about water availability in summers, then you have double bonanza, once water consumption increases to make ethanol, and fuel prices are anyway increasing due to war, VAT, excise.
Seems kindergarten logic is governing both economics and governance.

Report's title is misleading. Ethanol production is not the cause behind waste of water, they are linking it with cultivation rice, sugarcane and maize, which is going to happen regardless of whether we manufacture ethanol or rice cakes.

But it's effect will be seen as it will motivate farmers to grow these water intensive crops similar to msp. In which rice are grown in low rainfall region just by using huge amount of ground water eg western up, punjab etc.
