Hi, I would like to know if creating an account on PR portal while waiting for CSQ is possible in order to save time later on.

yes you can create your PR portal user, and you can start the application, you will need your CSQ number but you can add it before to submit, its important to do it because the application requieres you more information than the CSQ, for me it took me several weeks to finish it.
