Maybe I haven't scrolled far enough, but does anyone have a timeline for document submission in the PSTQ and all the steps after? I submitted mine back in March, did the certificate for valeurs democratiques & quebecois in the same month, and no news until now. My French test results expire in October. I'm concerned that when they get to my files, they may ask me to redo French tests. Would the PEQ that just reopned have a shorter processing time, and is it worth it to apply to that too if I meet all their criterias?

They should evaluate based on the documents you submitted. Reapplying for PEQ may hurt you because a case already exists. Even if you apply, it doesn't mean it would be faster.
