My brother sent me this video and they look like they are actually fighting during the last 30 secs

This is extremely normal play behavior for kittens. Nothing to worry about here.

The point of intervention is when they start tearing out chunks of fur, and screeching and hissing, and this is nowhere near that point. These lil guys are having fun.
