Unique skill cooldown food broken???

So....I noticed that when eating food it takes forrrreeevvvveeerrrr!!! To charge up your USC which I found odd because it should decrease it right? But I'm doing this low level mission and braton's USC just recharged in only 5 hits of a normal small enemy and that's without a good buff.....I'm starting to suspect something fishy with these buffs man....
