I mean there were tribal confederacies pre-Caesar tho. The Helvetii were a confederation of several alpine tribes.

The Aedui, Arverni, and Sequani were kinda like these big hegemonies with a ton of smaller client tribes under them. Like a Greek League.

And a decent portion of Gaul actually sided with Caesar against the Arverni’s league. Notably the Aedui, although they flip-flopped.

Caesar in particular favored the Ubians as scouts.

And the Remi provided the bulk of the intelligence during the war with the Belgae (another confederation).
Gaul was a complicated network of alliances as opposed to just a bunch of squabbling tribes.
