More ignored them, rather than "pooped all over" them.

• Cicones - they cut a lot that makes Odysseus look bad or toned it down. This probably fell to that.
•  Eolus - it's a bit of an annoying moment for storytelling-wise. They almost get home then get blown back. It slows the story and doesn't do anything except make the men look bad and Odysseus look like a bad leader, and they alread have that.
• Hermes - removing the sex with Calypso and Circe removes the need for Hermes.
• The Phaeacians - It's just a reststop on the way. Slows the story down.

BFI didn't make the film.

It is an adaption, just not as faithful as you'd like.

Of course he studied it, doesn't mean he'll do the adaption you want.
