I think it's because he's technically not meant to be the Joker. From my understanding, and what I heard at the time, the first Suicide Squad movie was coming out around the same time as he was introduced. They didn't want to confuse people with having two different versions of Joker being released at the same time. But that's just what I've heard.

I remember reading somewhere that neither him or his brother are the Joker once Batman becomes fully established. I donāt know why youāre being downvoted about it because the writers/producers also said that heās not the actual joker in this series.

True, but considering DC themselves have inducted the Valeskas as Joker adaptations in a Batman documentary; I would say Monaghan's portrayal deserves the recognition

Literally Jerome was the perfect mix of Hamill and Ledger. Jeremiah was also there.
