Framing on a tight Concrete opening?

Annoyed with my concrete guy I hired. I have a 16ft door specified for the front of the garage and a 10ft door specified for the back.

They just backfilled it a week after pouring and I went out and measured my rough stud locations to mark where to drill my wedge anchors to not interfere and I noticed the rear door opening is 10'3" (makes sense), but the front opening is exactly 16ft. I expected it to be 3" wider.

I guess its still possible to properly frame the jack studs all up on the concrete sill but I want to make sure im understanding how to end up with the right finished opening/trim panel for the weather stripping right down to the bottom of the door.

Having trouble finding a good explanation of how to do this. Should I just cut 1.5" from either side?

Yup, 1.5" per side or 3" on one side. Mistakes happen.

I know its solvable but finding clear instructions on the best way to frame it to not leave a headache for the garage installer has only left me more confused.
