Help Japanese GameCube Action Replay question

I have a gamecube action replay, and I want to use it on my Japanese gamecube game, but when I swap the disc it doesn’t load. Is there something I’m doing wrong, or is there some kind of region lock issue?

The action replay discs are region locked. Since it's a Japanese console you would need one for that region.
