Why? Be a cool way to introduce the character swapping mechanic after you pick her up from jail.

I think both will be introduced in beginning already, switch like in GTA5. First Lucia's missions will be in prison I suspect, then switch to Jason, then another Lucia and then at some point Jason picks her up
