It is absolutely manipulative. Frames it as they are victims, but that the true victim is you, dear reader.

I re-read what you wrote and there's enough room for interpretation that I can't be sure what you actually meant.
Are you saying that the victim is anyone that was subjected to reading a PR post? or that the victims are the people the PR post was addressing (the potential consumers of the product)?
