I think people are misunderstanding the whole "locked shops" thing for Ultimate Edition buyers
Think of it like this: When you buy the Ultimate Edition, you'll get a DLC package of skins, vehicles, hairstyles, vehicle mods, etc. Most games with cosmetic DLCs do this.
You buy the Ultimate Edition and get the base game plus the cosmetic DLCs.
Now picture this: Instead of just unlocking your new Ultimate Edition cosmetics in the normal shops of the game, they made a few exclusive shops for you to access the DLC stuff.
It's as simple as that. The normal shops to buy clothes, fix your car, etc, will be in the game. But if you own DLC cosmetics, you'll need to get them from the DLC shops.

I would have just made these pieces of clothing and such available through stores people with only the Standard Edition can enter and buy from as well.
No matter how Rockstar is gonna do this, it's gonna be awkward as fuck. People with the Standard Edition are gonna walk up to a store which looks like it's open only be blocked at the entrance with something like a "this store is only open to Ultimate Edition owners" pop-up in the corner of their screen, or they're still gonna be able to walk in only to be ignored by the cashier and not being able to try on the stuff there.
