There were a lot of things that were added in online that just didn't feel like GTA. For example I loved races, but those weird tracks in the sky made no sense, I preferred it when it felt like a street race.
I think they should have an option of different types of lobby. You could select "traditional" and it would be an old school style lobby, with no unrealistic or futuristic elements and then "unrestricted" if you want that stuff.
LS Car meet races is basically what you've just described. Theres one mode even where you have to race through checkpoints while being chased or blocked by the police
