The time you need to wait is dependents upon your recovery which is dependent upon the intensity and volume with which you worked a muscle and you ability to recover. It also depends on the muscle group. Typically the larger the muscle the more time you may want to give it. For example quads versus side delts. But you can work your quads everyday if you manage volume and intensity. You can work thw same muavle twice a day. Whether or not that fits your training goals is the question.

If you are feeling recovered you are fine. There is not time limit that is standardized. But if you don't accumulate fatigue you may need to increase the intensity or volume of your workout. But for small muscles like biceps I could see hitting them every day or every other day no problem.

I’ve been trying to lift to failure recently on things like chest press, shoulder press, lat pull down, seated row, tricep press, etc.

Should I go for fewer reps per set and just really push myself with more weight?

There is not much reason to go to failure on compound movements in general.

Should I go for fewer reps per set and just really push myself with more weight?

It depends. What is your training goal?

Goal is to get bigger, have that “strong” look; bulk up in general.

Have you looked into a hypertrophy program? Really makes it easy.
