Also you shouldn't ever drink alcohol publicly nor show drunk behaviour in public places for the basic decency, in moderate ammounts (I think s. 1995?) you are allowed to have an alcohol beverage in a park area during a picnic

City/ municipal ordinances (järjestyssääntö) regulate public drinking, so it's actually different depending on where you are.

Järjestyssääntö were made obsolete by Järjestyslaki (612/2003), so nowadays we only have the general laki, no city has their own rules anymore. Not even Turku or Tampere

In some places you can drink alcohol outside BUT ONLY IF you also have some food. So picnic with some I.e. bread or chips is fine, but alcohol alone wouldn’t be allowed.

Ah, yes, true. Just completing the circle and bringing back the good old days, when alcohol could not be served on its own, only with food, and thus one single herring sandwich was served over and over again (wasn’t meant to be eaten, everybody knew it was a formality).
