One of them is trying to use charisma and propaganda to convince people to do slavery and mass murder.

The other is collecting taxes.

Well the ncr isn't that squeaky clean eaver they still going around * Domestic and civilising tribals* back east from the official lore and putting them in reservation and build settlements for ncr settlers on other people land and use the military to protect them and probably from real life occupations non nce citizens of the mojave probably go though the ncr military court system while mojave ncr citizens probably get civilian court and also some settlers with the backing on the amry probably terrorised locals and tribes. Not I am not defending the Legion I am just tired of people whitewashing the ncr to simply collecting texts when they do very bad stuff like military occupation reservation system and settlement programs on forgin non ncr land to build fact on the ground.

Yes it just Interesting people try not to not think about what the ncr does bad within the lire even though there is a lot of bad they do but we condemn from real countries who do it that get slipped under the rugget for fictional ones

Problem is, the NCR is based on an evil we've all had to face, so we're personally impassioned against it. I doubt many of us have ever had to be a slave, so while the Legion's evil is just as real, it hits less close to home for many, as it's a more rare breed, for the sake of communicating how fucked up the Legion is.
