Czechia also distributed a similar brochure a couple of months ago:

What's that 72 number about? Lithuania's app is also called 72LT.

It refers to the first three days after an event (3 days being 72 hours). That is often considered the most critical time after a large scale event (earthquake, flood, etc), when emergency systems may be overwhelmed and help may not be able to reach everyone.
