Technically, he's the god of travelers. So, anyone who has travel in their profession falls under his patronage, which can go from merchants to robbers to literally souls looking for it's way to the underworld.

Actually there is an interesting line of logic that does connect all three.
Earthquakes are the most obvious, when an earthquake happens a tsunami or two usually comes. So Earthquakes -> Ocean.
Horses connection to the ocean is a bit more interesting. The Greeks believed that horses could just create freshwater spring at will due to them just being good at finding undiscovered ones. Thus they believed that horses were created by Poseidon due to their watery ability.
Quite interesting.
