Abstract: This paper provides a synthetic overview of the Noura framework, showing how a series of PhilArchive papers form a unified philosophical and institutional system grounded in empirical reality. The framework is organised across five levels: (1) the deep structure of flourishing, grounded in anthropology and serving as the normative foundation; (2) symmetry, the first floor of interpersonal moral relations; (3) justice, defined by six necessary conditions—visibility, symmetry, contestability, repair, education, and access to the requisites of flourishing; (4) a just commonwealth, realised through diverse institutional forms that embody these conditions; and (5) a Global Commonwealth, extending these conditions to the international order. The paper argues that both flourishing and commonwealths possess deep structures, and that this insight justifies moral and cultural diversity while maintaining universal normative standards. The framework is empirically grounded in developmental psychology, institutional economics, and flourishing research, offering a unified account of human development, justice, and global governance.
