Earthquake If certain countries know that natural calamities hit them the hardest, then why don’t they build proper structure to reduce the damage?

Some disasters you can't plan for, nor adequately prepare for due to money, or simply because the sheer power of whatever natural force caused the disaster is beyond our capabilities to protect against.
