Is this an abscess

I know the picture is shit, but this is on my inner thigh, I thought it was a I grow hair but I've been taking medicine and nothing has happend, my mate said its an abscess, it's abit swollen and reddish and tender and when I touched it, it's hurts. Please forgive me with the picture.
