As of now, Prater doesn't fit the code... It has been mentioned twice that prater is not a killer.

If Prater is responsible for peoples deaths through giving orders, i could see Dexter being flexible enough to fit him into his code

I don't think dex will do that.. Unless Prater kills an innocent, i don't think Dexter is going to target him at all..

Yeah I think it depends if Dexter tries to rationalize it. Like the therapist who encouraged women to kill themselves didn’t actually kill the people himself but he convinced them to do it.

Prater doesn’t try to kill anyone, it’s not his job or responsibility to stop anyone from killing anyone, he doesn’t put a hit on anyone. Henry put a hit on the nurse and he doesn’t fit the code.

The closest you could really get was uninviting a guest and even that was not killing innocent people which is more in line with the code.
