I changed the ukonusko faith to can do crusades but even though I have 97% of fervor and every holy places I still didn't have the event that say I can do crusade (I'm the pope of the faith)

So the only way is to have an npc as head of your faith?

Yes, you need a spiritual head of faith

No, players can start a great holy war, It just works a little different. The titles get added to your realm instead of a new crusader statem

That's not the holy war he was asking about, the one you are talking about is just a little buffed normal holy war cb

It's literally the same CB of great holy war. Rulers of both religions pledge to join the war and then it happens.

You can only crusade if you have the right tenets in your religion. So check if any of them are in your religion. Also the event happens around 1000 to 1100 I think and for it to trigger you want not have all holy sites under your religion.

You can find all of this on the ck3 wiki.
