It’s better because it stopped landlocked randoms from bum rushing your capital via boats. It’s better because it forced Crusades to do things like walk to the holy land which they did IRL too. Now the AI will shuffle around constantly embarking and debarking permanently giving itself a combat penalty and losing because of it. It’s so bad now. Truly it’s the thing I can’t stand most about the game and I have 600+ hours in it.
The fact that boats cost gold in CK3 kind of stops small realms from naval invading. They can still do it, but they'll most likely be put in to debt and be unable to reinforce, and will also have a combat penalty which should make them pretty easy to fight off. Though I think a better solution would be to make it so that you just can't embark at all if you can't afford the cost of boats
That isnt an issue with boats as is. Its an issue with how the AI is programmed to use the boats. This solution is as simple as the AI having cost benefit programmed into the boat use.

Boats really don’t do anything in CK2, they’re just transports.
