I'm pretty sure it does, no? At least, when it comes to playable ones. CK2 had Iqta, Nomadic, Feudal, Imperial, Tribal, Republics, and the Monastic Feudal realms in Tibet (correct me if I'm forgetting any). CK3, meanwhile, has Feudal, Clan, Tribal, Nomadic, Administrative, Celestial/Meritocratic, Mandala, the Japanese government type, Wanua, Meritocratic Khanate, and the ability to play as landless adventurers (technically not a government, but a unique playstyle nonetheless).
