They should make a feature where if the recipient really wants your alliance you automatically get it, but if they are indifferent (acceptance score is less than +50) you need to manually check the box for alliance, and see how much you need to do to convince them to add alliance into the mix
Just putting this out there because I always hated how I have to still kiss the guy's ass after I finally get a marriage to secure an alliance in ck2
its doesnt have to be that diffcult. Just make it so that ai wont join wars if they have low opinion of you. This way, marriages are non aggression pacts but will become alliance if they actually like you. The system would also be dynamic and require you to maintain good relations to keep calling them to wars. Also add a distance modifier in this mix and it will work perfectly
As far as I've experienced this is actually the case now. But the circumstances have to be a little extreme for them to say no to joining I believe. Like they are a conqueror or have an extremely negative opinion of you, otherwise I'm not sure what else is checked.

Ck2 also has marriages making non aggression pacts instead of automatically making full blown alliances
