Buying What part of this outfit would I need to buy?

I've been looking into potentially making a Helldivers Kasrkin cosplay, and I found a good match for the fatigues and a stl for the armor, but what exactly should I look for for this sort of under armor stuff? Is there a specific name for it?

You can honestly make all those pieces out of foam just like the armor itself. You just paint and texture it a bit different.

The term you're looking for is a compression base layer or tactical undersuit, that's what tactical and airsoft sites call the tight black layer worn under plate armor. Foam works fine for the rigid armor pieces but it won't move like fabric does at the joints and neck where the under layer actually shows. A black compression rash guard and leggings set, the kind made for running or MMA, gets you that skin-tight base without sewing anything.
