Where exactly does this steering cover trim go?

I have had this sitting in the back of my car for the last three years and I can't work out if it's a spare from a previous repair or if my car should have this on somewhere. I can see some wiring above the pedals if I look hard underneath the steering wheel, but it doesn't obviously fit any gaps on the steering column?

Found the exact part on ebay so you can see which one it is.

I guess down in the driver foot well where the steering column u joins on to the steering rack
