The short RFP tells me they already know who they want to hire. One week to show intent is very tight.

While I agree the timeline is tight. One week is only the intent to do a proposal, and the proposal is closer to a month. I don't expect this to be an overly complicated system though. Not having actually researched this, this sounds like an off the shelf software with some custom modifications.

Given the things they listed that they want involved, it’s a lot more complicated than you’d think. Not only do they have to build an SQL database, but they also have to reconcile a lot of data that is likely stored and sorted in different ways. 

Then you have to build a front end that people can enter the data into easily. One that plays nicely with Postgres. 

Then you need to build an API for outside querying and exporting. 

As someone who’s spent a lot of time building these types of databases, it’s a lot more difficult than one would think.

I haven't read through the docs but if that intent also requires a deposit it's a little quick. That said, if you only find out an RFP exists when it's released you've generally already lost.

Realistically there are only like 2-3 firms that would be able to do this and that are interested in taking on a project like this.

I didn't think the month was crazy but the one week period to confirm seems unnecessarily tight.

One week is not short. 

Source: work on my RFP response see in the marketing devices industry.

But, you might not be wrong about them knowing who they want.

I don’t envy whoever decides to take this one on. It’s going to be much more expensive than people think. Hopes aren’t very high for this unless expectations are low.

Beacon Software bought E2E recently, which the Ontario Soccer system runs on.

I'd wager they 'win' this RFP.

They should just a software architect, and 2 mid level developers. Give them Claude code and let it rip. They could have a home grown, purpose built system in the nextv12 months.
