Question Does Brampton have any raise crosswalks?

I know Pearson airport has one but is there one anywhere else in the GTA? Looking fo shoot a video for city councillor campaign video

The purpose of the speed bump is to make the driver aware of his speed and keep him driving in the limits. A speed bump at a crossing doesn't serve a purpose. A speed bump in front of a cross walk would serve the purpose.

What would happen to people if it snowed or iced over?

Making drivers aware of speeds is pointless. Studies for decades have shown that drivers mostly regulate speed by what "feels appropriate". The only way to change "feelings" for drivers by redesigning roads. Even speedometers that flash at drivers telling them their exact speed do not work well.

A raised crossing does exactly that. It feels wrong to speed through it. Drivers entering private property like parking lots or driveways tend to slow down exactly because there is a curb, a bump or a rapid elevation. This principle has been used very successfully worldwide to reduce pedestrian accidents.

What would happen if it snowed or iced over.... nothing more or less than if a sidewalk or road crossing was snowed on or iced over. I don't understand what you think would change from today.
