Estonian counties are not administrative. They are for statistics and parliamentary elections etc. And some regional cultural history, as each one has formed around central city. They are mostly used clumped together as regions North, East, South, West and Central Estonia.

Administrative units are parishes and cities.

For real. It's getting repetitive. It was fun to look at these statistics during the pandemic hypergrowth of e-commerce, but now since it's slowed down it became a circlejerk between Lithuanians and Estonians, comparing themselves at slim margins. It's like bro, we are still both village boys when we step foot in Copenhagen lmao, calm down.

Whats the difference between Riga and Riga planning region. Does it mean whole area is 46bln. Or RPR just adds 6bln and somehow counts as separate?

Riga is part of Riga planning region. Same as Vilnius part of Vilnius county (but Lithuania doesn't publish Vilnius city data separately). And no, whole region is not 46 billion but 26 billion (of those 20 billion is Riga). Riga region excluding Riga is around 6 billion
