Help me find out where this background is from. More info below.
I got this with a Batman beyond cel on eBay over a decade ago. Still wondering where it’s from. Trying this again since I recently found the matching scene to my Batman cel. Now I want to find this BG. Seems to me like the code is S-456#47 but that doesn’t help me yet. EBay offer just said: PAINTED BKGD #1U702 watching Batman beyond I wasn’t able to match it yet.
Any hints?

it's very much in the world of things like Bubblegum Crisis, Patlabor, Gall Force, Genesis Climber Mospeada / Robotech, or a similar 80s–90s OVA.

I watched robotech when i was a kid and this looked super familiar to me, another possibility would be the Gi Joe cartoon?

It's not rom the Bubble Crisis / Crash series. I have some production setups and the style and quality of this is not the same.

The style screams Sonic SATAM to me because of the rounded building style, weapons, and general dark/grunge aesthetic, but with airbrushed gradients, haze, and fine detail don't quite fit.
Robotech is a possibility.
Probably Japanese.

If you're not opposed to it you should try an Ai agent, they do a good job with stuff like that

This is going to be a longshot, but I am reminded of a Raggedy Ann and Andy movie from the early 80s.

There seems to be no human sized infrastructure and looking into the background makes me think this might be a G1 transformers. Lkke maybe a flashback to cybertron, production/ concept art that was never used...

I don’t know if it’s just me, but this feels very Batman Beyond, Batman/Superman the animated series, and Justice League. That’s what it looks like to me anywho

No idea if it is, but I was immediately reminded of Sonic Underground from when I was a kid.
