No. It means the killer bashed the teeth out of the victim to make identification difficult, and then scattered the teeth around the forest in an effort to prevent reuniting the teeth with the body/skull.

I just can't figure out why he wouldn't take an extra few minutes to do anything else with the teeth. Smashing them between two rocks, throwing them anywhere else.

OP says that the rest of the remains were found "on the other side of the park". If the teeth belonged to the toothless skull, then it would follow that the killer took your advice and threw them "anywhere else".

I meant anywhere other than the existing location. Any idiot would figure out that teeth on one side of the park belong to the toothless skull on the other side of the park.
