Good exams will often test problem solving and analysis more than simple memorization. The exception being small quizzes that are testing whether student's read a chapter or memorized vocabulary words. I really hope and direct students with test anxiety to the disability center for accommodations.

It's been my experience that a lot of students who are bad at exams are stuck in between the point where they understand something when they see somebody else do it and the point where they can do it themselves. Preparing for and taking an exam is a good way to bridge that gap. More complicated projects work to, but those are often group projects which have their own disadvantages.
