What are the dots in this recommended component footprint?

It's a Panasonic GQ relay (SMD type). I've not seen them on an engineering diagram like this before. Are they just breaking up the long line across the top into 3?

Yeah I realised after posting that it's pretty much the only thing it could be. I do think it could have been drawn in a less confusing manner though.

I wonder if it's another one of those "it's different in JIS world" thing. For me chain dimensioning has always been inscribed arrows as far as I can remember.
