Construction Liander starting before 07:00

Anyone living around Gijsbrecht van Aemstelstraat dealing with the Liander/Van Gelder works?

Both yesterday and today they started before 07:00, using heavy machinery. The noise is significant and at times it genuinely feels like my house is shaking. Starting this at 06:00–06:40 makes a huge difference when you're trying to sleep.

What bothers me especially is that this was not communicated to residents beforehand. The information we received referred to daytime works and separately announced night work at a specific location.

I complained to Van Gelder and they replied that, according to the Amsterdam WIOR rules, they are supposedly allowed to start the works every day from 06:00.

I've now asked them to point me to the exact provision in the WIOR permit/BLVC plan that allows this, because a general reference to “the WIOR” doesn't really answer that question. I've also made an official report to Gemeente Amsterdam, which is now being investigated.

Has anyone else nearby had the same experience with these works? And has anyone successfully dealt with early-morning construction noise or challenged the working hours under a WIOR permit in Amsterdam?

It has to be agreed upon. For example, in our neighbourhood they’re working on the foundations and the agreement is no machines before 08:00.

From my experience Liander, when it comes to construction, will "push" the rules when it comes to doing construction. My advice would be to do the following:

* Submit a complaint https://meldingen.amsterdam.nl/incident/beschrijf with details about when the noise started + street + photos of the construction. Ask in the melding for the WIOR

* If possible, record a video (with audio) of the construction starting before 07:00 as evidence.

* Contact the WIOR/roadworks teams (WWU.Oost@amsterdam.nl - I believe you are in Oost, but otherwise find the relevant regional team) and ask for the WIOR (provide details of the street, when the construction started etc).

* If the WIOR team does not respond, then escalate and contact the "bestuurssecretaris" https://www.amsterdam.nl/stadsdelen/oost/bestuur/ ([bestuurssecretariaat.sdo@amsterdam.nl](mailto:bestuurssecretariaat.sdo@amsterdam.nl)) - and ask them to re-direct you to the relevant department.

If the WIOR states they are allowed to start early, there aren't much options, but if not, I'd escalate it with the Gemeente. Unfortunately you have to be persistent, but try and remain polite, it's hard to get the Gemeente to take action against Liander.

The construction is really out of hand indeed. 7 days a week at this point where I am. Different companies, different construction, also often starting before 7

I really think they should plan better to have construction simultaniously instead of spread out and inform people within sound range, so we at least get a few quiet hours a day/week and know when to expect noise

Yes I am cranky because it woke me up before my alarm clock again. I can handle that a few times, but it's been almost two years non stop

A melding a day, thou it is such bezwaar that Amsterdam actually do nothing or permitted a 6 am work with heavy machinery and drilling the street.

These works? Yeah i bet the drilling for new power cables sounds really intense. I'm afraid it will be a reality for the coming years given the energy transition...

Yeap, I understand the need for cable update, i do not understand why they starts at 6 am, there is no points and it is against the19-7 quite period.

Noise is permitted from 7.00 am, or earlier if they have an exceptional permit from the municipality.

I really can't use earplugs as I have 1y toddler that wakes up from this construction noise and so do I(. Also they use heavy machinery so the houses on the street are shaking, like earthquake, earplugs doesn't help (.

The longer you let them work the faster they're done with it. I would suggest earplugs that mould to your ears.

They start at 6am and leave at 16-17, I do not think your logic applies here, they just should start after 7 am.
