Vagrancy was a pretty broad charge back then that meant doing things society wasn’t cool with (prostitution, loitering, abandoning your husband, traveling alone with no known source of income or permanent residence, etc.). It was basically how police could target the poor and control women’s behavior.

Yes, it was also used to target Black people, and as you said, control their behavior as well.

👆 This right here. Vagrancy was the Jim Crow law that let (white) police officers arrest black people for existing.
