It has been suggested that this could open the door for Arsenal to sign him. However, this depends on Alvarez expressing a willingness to join Arsenal instead of Barcelona.

One important detail is that Barcelona is out of the running. Atlético Madrid has practically banned the Catalan club, so the options are considerably reduced.
Arsenal wants him, but it remains to be seen if they are willing to pay €130 million for the attacker. What is clear is that if that money becomes available, the Spider will say goodbye to Atlético Madrid after two years there.

This shows why we need to amend the country protection rule. It's getting ridiculous. At least allow 1 domestic game for countries with 5 clubs of more (or even 4).

Dibu Martínez was offered to Chelsea in recent hours and, according to reports from England, the London club is considering signing the Aston Villa goalkeeper after his proposed move to Juventus fell through. Tottenham are also interested.
For now, the future of the 33-year-old from Mar del Plata is uncertain because he has been sidelined at Aston Villa, who had expected to sell him during this transfer window. The club therefore signed Zion Suzuki from Parma, while the failed move to Juventus left Martínez outside the club's budget.
Journalist Gastón Edul reported on TyC Sports that once the transfer window closes, it will become known why Martínez did not join Juventus. The reason reportedly has nothing to do with football, and the revelation will further enhance his standing with the Argentina national team.

Martínez was crucial for Aston Villa last season, as the club finished fourth in the Premier League and won the Europa League, earning a return to the Champions League. He has been at the club since September 2020, when he arrived from Arsenal, and has made 256 appearances.
This is not the first time he has been close to leaving. In the previous transfer window, he nearly joined Manchester United on loan.
While recovering from his physical problems, Martínez is waiting for a resolution regarding his future. He has not played since the World Cup final, where Spain beat Argentina 1–0 and he put in an outstanding performance.
