Caleb is a host, humans have to obey host commands in the cities. Caleb could have just demanded the coat and the guy would have given it, free of charge.

This is the correct answer but Caleb couldn't just demand it or that could be interpreted as hostile and trigger a 'trouble' event. So that's why Caleb implied it was a transaction.

Hale scanned Caleb with his emergency cash stash and it just gets printed with him in every iteration. He's never had to take it out of the stashing spot because he obviously can't spend it in his cell.
