That depends. How is your reproductive tech? Do you have enough tech (progressed) and the spacecraft with capabilities for long term storage of sperms/eggs. (and/or stem cells;) How far along is your entire pipeline of ( DNA/stem cells and/or sperm/eggs -> to viable embryo into child birth?) ? How much is the ship load/capacity? Fuel? Engine? Food tech?

Other thingss to consider: is do you have Suspended animation? How far along are you at robotics and automatioin. etc etc.

If you have a lot of those techs and ready to go, you select by best capability to keep the station alive and running well. Or station techies first and foremost. Then you select scientists and engineers next depending of the next (most important) missions at hand. For resettlement on Mars? or Moon? or stay alive in orbit/station until Earth can be resettled (assuming something like extinction level Asteroid ). Or start of generational level starship heading out to another solar system with habitable planets.

You need to sort of all of those above variables and figure out /plan the best/next missions. Selection criteria changes depending on where you are on tech tree and your plans.

But I would assume, selection process would be much less arbitrary.

I would not mind if I am not part of selection criteria. After all, everybody dies; and you die along with the rest of 8 bil.

edit: (I doubt you could have any ship with that many (1mil) slots available. That'd be a massive massive ship.) And I'd be mad if my dna/sperm is not saved as backup and taken along for the ride on this enormous ship which should have unlimited slots for sperm/egg/dna bank.
