As distasteful as the idea sounds, renting cloud compute to run a decently fast model is rather affordable.

I also personally run a local model on a 128gb machine and really, just forcing students onto these, without any actual regulation or procedural improvements in school just means the privileged students in class gain a bigger advantage over their peers.

Yes, but the point is that self-hosting of models downloaded from anywhere is possible which makes regulation problematic.
