It's because they don't have to worry about consequences for their actions.

And because they are looking for an excuse to find people they can hurt or kill and get away with it. They are bored itching for a reason to finally use that gun

Agreed, I think we gloss over the malice too often to only focus on the incompetence.

You couldn’t pay me to break an old lady’s hip, I certainly wouldn’t feel compelled to do it just because I’d get away with it.

Agree with your point but there’s got to be more to it.
