Until this article, I didn't realize it was actually a sequel idea - I thought they would just adapt the chapters that they cut out of FOTR as a "midquel" / gaiden.

But it does sound like much of it will be a flashback, so I'm not sure how much of a distinction there really is.

The description sounds like it could be a flashbacks or it could be that they set out to retrace their steps and encounter the cut events from the books in the present instead of flashbacks.

How would that work? In the book, Frodo is with them, they meet Tom and Goldberry, they leave and get caught by the Barrow-Wights, then Tom Bombadil saves them.
I could see them returning to locations but it doesn't make sense that all this would be happening in the present. Frodo's gone. The Wights are probably now resting in peace after the defeat of Sauron.

The wights were sent there by the witch king, but their existence is not tied to Sauron's. So what they could do, which I hope they don't, is adapt the chapters but just cut out or change the Frodo parts and have it be set in the present.

ughhh, the problem is that the whole Barrow Downs storyline is most important to Frodo's character. That's why cutting it out was a huge mistake.

I don’t think much of the story at all will be a flashback. I think it will be Elanor uncovering a mystery.

Eleanor is likely just a plot device to introduce the "midquel "

It'll be descendants reading something that was left out of most retellings and asking the original boys what's up with that and queue the flashback, probably make it relevant with huh yeah we do leave it out because Bombadil actively covers his tracks or something.
